Vesna Gluvić Čelić, former acting director of the Public Health Institution “Dom zdravlja” Gradiška, paid herself a salary higher than the salary of the director of the University Clinical Center in Banja Luka through resolutions and referring to the statute of this institution.
Gluvić came to the position of acting director of the Public Health Institution “Dom zdravlja” Gradiška three and a half years ago, as a staff member of “Ujedinjena Srpska”. She held the position of acting director until the 10th regular session of the City Assembly of Gradiška, when Siniša Adžić, also a member of “Ujedinjena Srpska”, came to her place after the competition.
Gluvić came to the position of acting director of the Public Health Institution “Dom zdravlja” Gradiška three and a half years ago, as a staff member of the United Srpska. She held the position of acting until the 10th regular session of the City Assembly of Gradiška, when Siniša Adžić, also a member of the United Srpska, came to her place after the competition.
In addition to this position, Gluvić is also a councillor in the City Assembly of Gradiška, but her hand did not help her stay at the head of the Health Center, from where she was removed in order to cover up numerous irregularities she committed in this health institution, together with the management.
An insight into the documentation in the possession of our portal shows through resolutions on how Gluvić Čelić paid herself. It all started with her predecessor, Tihomir Mihajlović, who in 2016, through a decision, approved the payment of 300 KM net on a monthly basis, for engaging in the work of the laboratory of the Gradiška Health Center.
To this day, Čelić receives this amount on a monthly basis, but it was obviously not enough for her, so from the position of the director through the new resolution from 2019, she paid herself 632.28 KM net per month, again due to engagement in the laboratory, only this time she stated that the work, unlike the previous one, refers to the cooperation with the Health Insurance Fund of Republika Srpska. It is not clear how Čelić Gluvić managed to be a director and work in a laboratory at the same time.
In addition to these two resolutions, Gluvić Čelić made two more. In the resolution from 2018, she paid herself 100 KM net per month for engaging in certain projects of interest to the Health Center, as if she had forgotten that she was the director and that it was a part of her job.
The director started paying 200 KM net per month in 2019, as she stated, based on the appointment of the “Team for the implementation of the action plan for ensuring the sustainability of the health system of Republika Srpska”. In addition to herself, she honoured the team members with 200 KM net per month. The concern for the health care system of Republika Srpska is interesting, which is partially dubious due to the attitude of some directors.
When it comes to all the above illegalities, our team addressed the PHI “Dom zdravlja” Gradiška with several inquiries, however, from this institution we were told that individual payments of salaries, benefits and other income are not public. Also, in one of the answers to the inquiries, we were told that we would be sanctioned through court proceedings.
These are not all the functions that Dr Gluvić Čelić has. In addition to the salary she received on the basis of the position of Acting Director and the board fee, she is a member of the Supervisory Board of the Integrated Health Information System (ISIS), whose work is controversial, from the price of this system which was paid about 25 million KM, and it has not yet functioned in Gradiška and other local communities. The amount of compensation based on the function that Gluvić Čelić performs here is 450 KM net per month.
We note that all decisions were made on the basis of Article 20 of the Statute of the PHI Health Center Gradiška, which prescribes only the powers of the director, but not the possibility of increasing the salary through certain decisions. In addition, the statute cannot be above the law, as the lawyers we consulted explained to us. Lawyers claim that according to the Law on Salaries in Health Care, the holder of such a position can give himself a maximum coefficient of 19.3, which is multiplied by 145 KM, and only past work can be added to the amount received.
By a simple calculation, our editorial office concluded that Gluvić Čelćc paid herself over 100 thousand KM in gross amounts for the 3.5 years of her mandate at the expense of the budget of the Gradiska Health Center, concluding most of the decisions by herself.
In the end, we emphasize that these are not the only embezzlements committed by the now-former director of the Gradiška Health Center, Vesna Gluvić Čelić.
